4636a4f4f6 Add PHP 8.2 and 8.4 configuration trees 
Add Bookworm and Trixie PHP configuration directories for CGI and Apache using current Debian production php.ini templates, with Pivilion's existing runtime settings carried forward where supported by PHP 8.x.
